Legal Question in Wills and Trusts in California

My mothers house was in her trust when she passed away. The county assessor is saying the house "changed ownership" on the day she passed and was reassessed on that date (with the sale price 5 months later) and they want us (her heirs) to pay a supplemental tax bill from that date to the day the house was sold 5 months later - is that right?

It doesn't sound right, but the devil is in the details, particularly the exact terms of the trust and what was done when she passed and between then and sale.
