Legal Question in Wills and Trusts in California

I may need to retain your services. I received a RENUNCIATION form from an attorney in PA (I live in California). Apparently my uncle died and did not have a will. I understand the Renunciation forms says that I give up my right to be the administer of the Estate; but my question is... was I chosen to be the administrator of the estate? Someone else was sworn in on the 13th of April, so, why are they requesting that I hurry and sign the form and send it in. I truly need clarification to see if I need to go ahead and retain your services. Thank you.

If the estate is being administered in PA, you willl need to hire an attorney in PA.
