if i have a savings account for college through court order and i turn 18 yrs old and my dad takes it out with out presenting the court order or notifying me, is that illegal?

If the court order places the account in your name as the beneficiary, even if your father was named trustee of the account until you turned 18, only you can take the money out. Your father could be punished for contempt of court, which could include a brief jail sentence. What he did is illegal and opens him to a civil lawsuit for the amount of money he took plus any other damages you suffered.
