In the state of CA does a sibling of the deceased have the right to be at the reading of the will, even if they are not named in the will?

The only City in California in which a reading of the Will occurs is Hollywood. For a long time, that practice has not been used. Contact the executor of the Will to ask to look at it; if probate has been filed, the Will had to be filed with the court. In some counties you can look at the file on line.
