Legal Question in Family Law in Colorado

Child support

My obligation of child support for a child for a child that was found out not to be mine, through DNA testing. I have documentation to that fact.Have never seen young lady or had spoken to her until she was 30 years old.Was never any part of her life.The mother collected welfare for this child, giving them my social security number. The state of California wants to hold me responsible for her debt.Is this leagal and can they hold me for any part of her debt.
