Legal Question in Personal Injury in Colorado

Can my daughter collect for ALL of her medical costs ($220,000.00)?

My daughter tripped and fell on a bad sidewalk (which has since been repaired) and hurt her neck. Her Dr's estimated her surgery & medical costs to be approx. $220,000.00 in the next 3 years (she's 21), but her attorney says she can probably only get $60K to $80k from the city & homeowner's ins. combined.This won't even cover her first surgery! Does this seem right? I would be very greatful for any help or opinions. Thank You!
