Is it legal for a 17-year-old female to have sex with a 28-year-old male in the state of Colorado?

"Legality" is a criminal law issue, and that is not 'sexual harassment,' which generally applies to employment law situations (eg., boss sexually harassing an employee or requesting sex for promotion, etc.). To determine legality, I suggest you repost your question in the criminal law section.
