Legal Question in Construction Law in Connecticut

My next door neighbors home has been under reconstruction going on three years. First the house was nearly taken down. After 9 months of work it was determined they never had permits. After one year of staring at the house wrapped in blue plastic, the owner finally received his permits and starting work again. Some days there are worker, others none. But always on the weekends. it is so rude. He doesn't mow his lawn, shovel snow or do anything to keep up his filthy property. Including cleaning his pond which causes my pond to flood. There ae workers all over the place and no GC. The owner is the GC and he shows up on Saturdays or Sundays in his very loud Porsche. I listen to music, yelling, screaming, cursing not everyday but often. banging. Most importantly, I ahve 2 daughters who have not been allowed in their own backyard because I don't know who is lurking around. Subs show up and who knows where these men are from. There seems to barely be a legitimate company around. I am fed up and want the construction finished. Yesterday there was a scoop truck parked next to my yard. I watched as the workers filled the truck with garbage or debris and buried it in the yard. This homeowner is a filthy beast. Do I have any rights

Yes, I believe you do. Although I would need more details as to the facts to determine your likelihood of success, you may have several causes of action against him, including nuisance, interference with your use and right to enjoyment of your property, malicious erection of a structure, interference with your water rights in your pond, and negligent infliction of emotional distress, not to mention possibly an injunction to stop the annoying conduct and clean up the mess.
