Legal Question in Consumer Law in Connecticut

How can I get a refund from a vendor that claims there is no refunds, yet he accepts the merchandise back, returns the portion I paid with a check, but claims that the manufacturer won't take a product back and he offers a store credit in lieu of credit card refund for the portion I've financed.

I've filed a claim with the financing company but they claim that since the policy is no returns and no refunds they resolved in favor of the merchant.

I want my money back, not a store credit since I am not interested in products they sell.

I don't know the value in dispute but the only remedy I see is suing the vendor.
