I130 denied. Can another relative petition me?

My US citizen abandoned the I130 and so my I130 has been denied. We have since been divorced. If I marry another US citizen, can she apply I130 for me? I entered here on a F1 visa.

You may pursue an adjustment of status via marriage to another U.S. citizen.
