Legal Question in Landlord & Tenant Law in Connecticut

I'd like to know that in a tenant/landlord situation, if the refridgerator breaks down and all the tenants food has spoiled, is the landlord responsible for replacing the food items that were lost?

I don't know since I don't have enough facts. Did the tenant complain about it right away and did the landlord ignore his complaints? How long did the tenant complain? How much is the value of spoiled food?
