Legal Question in Real Estate Law in Connecticut

My neighbor sent a rude, insulting letter trying to get me to give him permission to park on my property. We have told him in the past we don't want him on our property, but he doesn't seem to get it.I want to respond to his letter by telling him we understand his concerns, but we do not intend to alter our property in any manner to allow him access, nor we will put ourselves at risk for potential liability by allowing him to park on our land. Am I handling this correctly? If he continues with this line after my response should I file a police report for harassment? He even insists he owns part of our property after a survey proved otherwise.

I see nothing wrong with sending your letter in response. If he thinks he owns part of your property he needs to file a lawsuit. If the survey shows otherwise he will probably lose. Has he seen the survey? You can file a police report if he continues or you may want to retain an attorney to write him a letter as well.
