Legal Question in Discrimination Law in District of Columbia

What is my next step?

I was employed at a restaurant and night club for little over 2 years and was constantly harassed by my manager for the latter year employed. We constantly bumped heads and I reported the incident to HR and to one of the owners and there was no prevail... She would cut my hours and give me poor sections, because she thought the owner curry favored me more than the American employers because we both were foreigners and she felt as if I shouldn't be employed there based on this fact. She suspended me for a week because after the HR and owner's warning did not stop her from harassing me, I exchanged some words with her. After my suspension, I returned to work and she told me that she is not putting me on the schedule because she did not think that I learned my lesson that 1 week was too short; point is I am still suspended and this was from last year May of 2007. I tried calling and she ignores my phone calls on her cell and work. I went in and saw her face to face she ignores me and goes to her office... Help!
