Hello, I was hit by another car that blew through a traffic control sign and after chasing the vehilce two blocks, the young lady apolozied and gave what I thought to be an correct information, only to find out later her insurance info was invalid. I've had my car estimated for repair, 4287.00, and have not heard from her. She did give me her correct address after visiting the front desk of her address and was confirmed she does live there. Do I need to file an application in Civil Court nad have her served to appear in Court to claim for damages?

Why certainly, sue her for $5000 for your damages, the jurisdictional limit, I believe, in DC Small Claims and Conciliation Court (if you can get her served with the papers).
