visitor visa expired

what happen to an italian visitor who stays in usa more than 90 days without a green card? is it true that once they sent him back to his country he is not allowed to come to america anymore?

If the foreign visitor overstays his or her visa in the United States, he or she can be subsequently barred anywhere from three to ten years before the person may be allowed to return to this country.
