Legal Question in Employment Law in District of Columbia

No Review or Pay raise for 4 years

I work for a frderal govt contractor.For the past 4 years I have not had a performance review or even a cost of living allowance for 4 years.I know my labor rate is a substantial one, on the contract.Is it legal on the employers part ?

Whatever the federal government is required to compensate your employer under its contract with the government, it is unlikely that such a contract includes any requirement that employees of the contractor be given regular performance reviews or cost of living allowances.
