submitted travel expenses past company policy of 15 days trip

I work for a DC firm, but am based in California. I submitted travel expenses significantly after the 15 day window called out in company policy. I realize that I did not comply with policy. Can they legally refuse to reimburse me, if the submissions were in the same fiscal year as the charges?

Reimbursement of an employee for travel expenses is normally entirely within the discretion of the employer---irrespective of when the charges were submitted for reimbursement.
