Legal Question in Workers Comp in District of Columbia

i need to know
At my informal hearing i was declared with total permanent disability. The insurance company is in the process of an appeal. Their argument at the informal conference was that I could get educated in some way and be able to go back to work. I was working with a voc. rehab counselor who said I was very limited in the job I could get, if any, due to my restrictions and location. However, the commissioner still found me total perm.
Now, the insurance company is contacting the voc. rehab counselor again, and they are trying to get me to go to school. How can they do this when an informal conference declared me total perm. and we are waiting on an appeal date. Advice from someone else was that I should try to work with voc. rehab again, but I cannot sit through school, it is even on my restrictions, that coming from my doctor and ins. co. doctor. So, can they stop my weekly checks I currently receive if I refuse to do this.{
