Is my boss allowed to open my mail if it was delivered to my name. Then she made a copy of the letter without asking me

It depends on whether it was personal mail or company mail. If company mail, she shuld be able to open it. Personal mail should not be sent to your place or work and there may be a policy against that. If her expectation is that no personal mail comes to work, which would be reasonable, then you may fall under a compoany policy. I'd need to know more about the letter to be more definitive.

Your personal mail should not go to your office but rather to your home. What comes to your office is deemed to be work related, much like emails, and is routinely opened by someone other than you.
