Legal Question in Credit and Debt Law in Florida

My father in law received a letter fromthe Experian stating that a recent credit check was issued and they couldn't approve the financing because of his credit status. I called the company to see who had issued this credit check on his behalf without any written permission nor his presence . and they told me it was a cosmetic surgery clinic. he know is his daughter since she has been asking for his credit to get breast implants. The thing is that she went without his authorization and they did a credit check without his permission or him being there. is there any legal base to this matter and what can be done to solve this problem as soon as possible.. can he sue the clinic for checking his credit without permission??
