How to get s.b. to take responsibility for his condo?

A Condominium Association has the problem that a condo owner is not paying his fees since (nor his Bank loan) more than 2 years. He is not living in that condo. Somebody else wants to buy that condo to handle that situation, but the owner is hiding, not answering the phone, etc. The people at the Bank don't know what to do either.

What can be done to handle that situation? (That guy has 2 more properties where he is doing the same thing)

The condo association and the bank and foreclose for nonpayment of the fees/loan. However, the pre-foreclosure sale can't occur without the owner's signature.
