Ineffective Assisstance Of Council

Is ineffective assistance of counsel grounds for an appeal? What is improper examination? Where can I find cases, more specifically Osborne v. Shillinger 861 F. 2d 612 (10th Cir. 1988) I want to see the case itself.

Ineffective Assistance of Counsel is something that is usually raised on a PCR, Post Conviction Relief. As far as Improper Examination, I can't tell unless I saw how it was used in whatever your reading. As far as finding the case, you could try an internet search, go to a law library....many counties have them, ask a lawyer to look it up, or possibly call the appealate court and ask how you can get a copy.
