Can A Legal Case In Florida Be Reopened (Charge: Grand Theft 2nd Degree)?

I Stay In Florida And My Friend Was In A Program Called ADVOCATE....His Case Was Closed Because He Payed Off His Restitution (HE WENT TO COURT AND THE JUDGE CLOSED THE CASE. BECAUSE HE SHOWED PROOF HIS RESITUTION HAS BEED PAYED OFF) . Now 5 or maybe 6 months later There Sending Him Notice Saying He Must Appear In Court....He Believes It Has Something To Do With The ADVOCATE Program Fee's...But He Say's They Waved All Of His Program Fee's......What Should He Do?

I Told Him Once A Case Is Closed It Can Not Be Re-Opened For Any Reason. But He Doesn't Believe Me And I Kinda Don't Believe It. Reason Why: I See The Deposition Papers Saying Its Closed. Now He Is Showing Me Online At ( http://www2.miami-dadeclerk.com/cjis/CaseSearch.aspx ) A Upcoming Date For The Same Case Number. He Say He Has Not Recieved A Notice.
