is there a long states that the prosecution much to offer you a rehabilitation program is your charges are drug related before they send you to prison if it's your first time going to prison

Your question is very confusing, but if I try and decipher it, I think you're asking if the state must offer a rehab program. The answer is no. However, if you are eligible for a diversion program, then that might be an option. You need to meet with an attorney so that we're not speculating on your question.
