What does this mean?

Defendant not present

SURETY BOND RELEASED, IS THIS THE SAME as forfeit? or is all over with.

If a defendant fails to show on a matter in which a surety bond was required, the release of that bond means that the government will keep the bond money. So, in effect, the defendant has indeed forfeited that bond money. (Of course, that defendant probably will have other problems at that point as well, but, thats a different matter.)
