Is it legal for my son's High School to put a class on his college transcript, telling that he took a class, even if he did not take the class?

I would give the school the benefit of the doubt, bring the mistake to their attention, and try to work with them to correct it. It should not be a big deal for them to fix. If it is, you may want to consult with an attorney.
