power of attorney
My father is currently in a Alzheimer's assisted living in Florida. He is a resident of Pennsylvania. He has a powerof attorney listing first my step mother and then my brother as his agents. My brother is currently a resident of Florida and my step mother resides in Pennsylvania. If their is conflict whohas the ultimate authority for decisions reguarding my father's assets?

It depends on the wording of the document. From your description, it sounds like your mother has control.
