In the State of Florida, what is the ATF Law concerning having a social event on the premisis after hours and serving a glass of wine or two?

The ATF has nothing to do with it, and the City code has everything to do with it. Look at your City's code which will tell you if it is prohibited to serve alcohol (for free, to friends) after hours.
