I'm 16, and my boyfriend is 24, if BOTH of my parents consent, can we get married and move in together legally? also, If we apply for a marriage lisence and it is denied; can the state prosecute my boyfriend (24) for dating me (16) even though my parents are okay with it?

Both parents have to give written consent for you to get a marriage license. Once married you can do what you want.
