my 14 yr old doesn't want to go to her fathers, doese se have to go???

This depends on whether he has time sharing rights. Assuming he does, yes, she does have to go. If he does not have established rights, she may not have to go, but without further details it's impossible to tell you for sure what his rights are and whether she must go to him.
