name changing of a minor child

My daughter, who will be 12 in September and whom I have full custody of (divorce was in Florida), would like to change her name to her stepfather's name.

Without going through adoption what can she do to leagally change her name ?

Her father would have to agree to the requested name change of your daughter. You did not give many facts therefore, it is hard for me to say if adoption would be a better way. For example, has he abandoned her, never supported her etc. Then maybe you should file adoption and request that consent is not required. Feel free to contact me.
