Temporary custody may be something set up between the parent and another person, without the oversight of a government agency. Depending on how temporary custody came to be, the court may or may not make specific provisions regarding what a parent must do to regain custody, but in general, there is no other oversight by the government of the parent or the custodian. A dependency, in the context of court proceedings, if adjudicated, is a legal determination by the court that a child has been abused, abandoned or neglected (or is at imminent risk of the same) and requires governmental intercession for his or her protection. The custodian's care of the child is monitored, with the government (DCF) having court authority to conduct scheduled and unscheduled visits; the parent will be ordered to comply with tasks and the government (DCF) will oversee compliance.
