Per our divorce, I am to be awarded a lump sum payment from my ex's 401K. He has advised that he doesn't have the money. What do I do?

Talk to your attorney about a QDRO. Money comes from the Plan, not your ex.

Have a Qualified Domestic Relations Order entered to extract the money from the 401k directly.
