can a seventeen year old child move in with a biological parent without the other parent consent in the state of florida?

From the information provided with your question I assume that you have been living in Maryland with a parent who has legal custody. In that case Maryland law, not Florida law, is relevant. Many judges would not enforce a custody order when a 17 year old wants to disregard it, but it would probably depend on the reasons you want to move in with the Florida biological parent. If the judge considers it to be in your best interest to move, custody could be changed. But you are still subject to custody orders of the court until you are eighteen years old.
