if i sighn off my parental rights does that make my cs dept go away

It depends on what you mean by "sign off my parental rights." If you voluntarily surrender your rights to your child in a court proceeding or have the child adopted by a caring family, then yes your obligation to support the child is gone.

Yes, but it's not that easy. You can't just give up being a parent. The other parent would have to agree and that parent's new spouse (if the other parent has one) would have to agree to adopt your child.

You can't just sign forms and remove yourself from the life of a child. A child has a right to a mother and a father.
