Legal Question in Family Law in Florida

Manatee County law on child custody. Mother is unable to meet for child pickup on her days. She has given approval for the BF of a year who has taken care of the child the majority of his life. The Father is refusing to release the child into his care saying he has only met him several times and does not really know him. If there is nothing in the court order stating that she cannot have someone else pick him up and has written consent can a call the the sherrif in contempt of court for not following court order?
