Father paying child support. Father is supplying health insurance. Who is responsible for Copays, deductables, etc ? How much is the mother's responsibility. Can they just bill the father without consent?

The payment for both insurance and co-payments is generally dependent on the determination of the court in either a temporary order or the Final Judgment. You need to refer to the terms of the orders entered by the court. A medical provider can bill whomever agreed to be responsible for the payment.
