Can I use a "Notice of Motion," to file a written Objection for my child support payments?

There is no such thing as a "Notice of Motion." If you think you are paying the wrong amount of child support, you should file a Motion to Modify Support. If you think you should not be paying support (because you are not the parent or because the child has turned 18 or some other reason), you should file a Motion to Abate Support. Once you've filed the motion, you should set the motion for hearing according to local procedures and file a Notice of Hearing.
