Legal Question in Family Law in Florida

My ex wife and I got divorced on 2007 while I was living in Florida, her only request was to get her maiden name back. After all was said and done I left her the car which is still under my name. As of today she has not transfer the title to her name and she and her new husband accumulated $2,760.00 in unpaid toll tickets. Which I had to pay because my license was suspended due to the tickets. She told me that she could not pay for the tickets at the time, but she would repay me. It has been two years and she has not made an effort to repay. I asked and texted her several times to remind her of the outstanding balance but the car I dont think it will happen. They are now living with a frind he does not work so she has to support both. She once told me to sue her and she would pay me $10.00 a month. Can she do that? What are my options to recover the money and get the car transferred to her name, or should I take back the car?.
