disputed charges for plumbing work

I had a plumbing rep from roto-rooter, inspect a tiny leak in a spigot, outside a rental property. On the phone, he quoted me, what I thought was $89.15. When the work was done, he claimed that he quoted $8,200.00 for 4 hrs work. I at first thought he was joking, only to find out, he was serious. I told him, I would never approve that kind of expenditure and refused to pay him. I requested to speak to his supervisior who I am yet to hear from. What steps should I take to resolve this 'mis-representation,' mis-understanding, etc? I did not sign any agreements and never met with him. This was discussed on the phone. Furthermore,I could not see what work he did, that could have cost that much. Am I legally bound to paying this charge?

RESPONSE: There must be some misunderstanding. Did you have someone at the residence sign a contract that you are unaware of? Like a tenant? Even so it is hard to believe that $8,900.00 worth of work was done without a permit. Since you were not at the residence it also becomes suspicious as to how you know that they only did 4 hours worth of work, so the whole fact pattern does not make sense.
