Neighbor taking pictures, invasion of privacy?

My neighbors have made several complaints when we have company over and we are gathered outside on our pool deck. They are now taking pictures of my family and our guests while we are outside. She has taken pictures of other neighbors doing things she doesn't like she says to intimidate them and make them stop. Isn't this invasion of privacy or harrassment?

No. If she is on her property and taking pictures of what is plainly visible, there is nothing wrong with that. A little loony perhaps, but she is free to do so.
