I was born in Florida. My parents and my brother are from Venezuela. We don't have the money to invest and we don't have the money to study here.
1. Which is the best way my brother come to US and obtained a residency?

When you turn 21 you will be able to petition for parents and a brother.
For a brother, it will take at least 10-11 years to emigrate to USA through your petition. For parents, it could be faster, unless they are inadmissible to USA.
