Passport renewal

Is it possible for an Indian passport holder who overstays his US visa for about an year to renew his passport while in USA ? Or is it compulsory that he should have a legal status there for getting his passport renewed ? If it is not possible for him to renew his passport there in US, can you tell me the other options ?

It sounds like you are dealing in questions which concern your home country's policy in renewing passports. You should check with India's embassy or nearest consulate within the United States. Otherwise, this is not a U.S. Immigration issue, except for the fact that a person who overstays their U.S. visa is accruing unlawful presence in the United States and may be subject to the 3YR or 10YR Bar.
