Is it legal for a husband hire a PI to

My husband, (going through divorce process now - still living under the same roof), has admitted to hiring a PI to ''hack'' into my laptop which I use from home to watch what I do, who I talk with, my emails, anything that I type he knows about. Is that legal? And is it legal for him to put a tracking device on my vehicle without my knowledge? Any assistance is greatly appreciated.
