Is it legal to make a website using information from a price guide book? Since the prices are documented facts?

Not necessarily. You may have to get the price data from another source that is publicly available (of if you have the license to use the information that way). Using the price book may be copyright infringement. You should consult with an attorney to determine if you can or if you need permission.
