Legal Question in Intellectual Property in Florida

I want to present a intellectual idea to a US Congressman for a possible bill that would create a cash flow for the Us Govt., of which I would like to protect myself for a participation. Can such a idea be protected if accepted in it basic form? Thanks BobD
