Unpaid leave due to company funding shortfall

Is it legal for a company to ask an empolyee to take a 30 day unpaid leave because the company does not have the money to pay said employees salary that month?

No termination papers were filed or signed. No advance warning and no severance offered.

It is not illegal. There is no requirement under Florida law that any "termination papers" be filed or signed, or that advance warning be given. Severance is a "gift" from the employer and is not required by any law.
