landlord has not returned security deposit

me and my family were on a month to month lease with our landlord. the landlord knew prior to us moving in that i was joining the military and would probably move within a few months. when i got my orders to move we gave the landlord 30-days notice. we had arranged for the landlord to inspect the house after we moved then for the security deposit be turned over to my parents who live in the same area. we talked with the landlord a week after we moved out and were told we would have to wait until the house was rented again to get the deposit back. it has been 2 weeks since then and i have been trying to contact the landlord, leaving messages, with no responses. should i take this a step further by going to court to file complaints?

Your lease should contain provisions for a return of your deposit. If the former landlord is not complying with the lease you will need to take the next step. First review the lease in its entirety.
