Legal Question in Landlord & Tenant Law in Florida

Moved into new apartment, got new dog before paying pet deposit. Received statement from management that I'd have to pay a $250 fine on top of the original pet fee. Told management that the $250 fine was not listed anywhere on my signed lease. His reponse was that the information was listed on my original application and actually states "$250 fine Can be assessed if unauthorized pet found". I asked if the fee could be waived because I'm at the very beginning of my lease and had ever intention of paying the pet fee, was told no exceptions fee must be paid but would except 2 payment of $225 each to equal $450 total. Question: If this fee was not listed in the original lease, am I obligated to pay it?

They call this extortion. However, if you signed an agreement would need to see the documents and the policy of the complex. How long from time you got the dog that the landlord discovered the animal. If you waited a month then you probably will need to pay.
