Can I put a claim against a renter that is head of household? If not, how can I collect money owed for back rent and destruction of the house? He is married with one child and his wife doesn't work.

I assume that you are asking if you can file suit against someone who is also the head of household. The head of household status has no bearing on whether someone is amenable to suit. So you can sue them. Once a judgment is obtained, you may seek discovery in aid of execution and/or the issuance of writs of garnishment on bank accounts or salary. It is at this stage that the head of household can try to claim an exemption against execution of the writ.
